Aloïs Kirchner

Aloïs Kirchner is a specialist in issues relating to competitiveness and regulation, particularly in the industry and transport sectors.

He is the co-author of the study Adapting the Training of our Engineers to Globalization (in French only, February 2011) and the reports Circular Economy: Reconciling Growth and Environment (in French only, November 2016) and What Place for the Car Tomorrow? (in French only, June 2017).

After beginning his career at Pernod Ricard and Engie, Aloïs Kirchner joined the French Ministry of Economy and Finance in the early 2010s. He first served as economic advisor to a regional prefect and taught corporate strategy at École des Mines de Nancy. In 2015, he joined the Inspection Générale des Finances. In 2017, he was appointed industrial advisor to the Minister of Economy and Finance, and in 2018, chief of staff to the Minister Delegate for Industry. In these roles, he oversaw major initiatives aimed at strengthening French industrial competitiveness and sovereignty, including support for the establishment of the first automotive battery plants, the development of the nanoelectronics and hydrogen sectors, and the deployment of sovereign and secure 5G networks.

Since 2021, Aloïs has focused on improving the competitiveness and efficiency of the transport sector, in the interests of passengers and more effective public spending. He first joined Keolis, where he led the development of its rail activities in the Île-de-France region as these markets were opened to competition. In 2026, he joined the executive committee of Velvet, France’s first independent high-speed rail operator, where he serves as Chief Strategy and Regulation Officer.

Through these various positions, Aloïs has developed extensive knowledge of competitiveness and regulatory issues in the industry and transport sectors, as well as of public policy mechanisms. 

He is a graduate of École Polytechnique and an engineer from the Corps des Mines.
